SALIDA, Colo.

After more than 15 years of planning, collaboration, and community visioning, the City of Salida is set to officially kick off construction of the South Ark Neighborhood Phase 1 infrastructure project with a groundbreaking ceremony this Thursday at 3 p.m. The event will be held just west of the green gate entrance off County Road 104, and all community members are welcome to attend.

Phase 1 marks a major step toward transforming the long-planned South Ark area into a connected, livable neighborhood. The initial construction will install critical water, sewer, and roadway infrastructure—essential groundwork that will support future housing development and improve connectivity along the South Ark corridor.

“Breaking ground on this project marks an important step toward Salida’s vision for sustainable and well-planned growth,” said Public Works Director David Lady. “This infrastructure will support future housing opportunities and enhance community connectivity in the South Ark corridor.”

Significant Funding and Partnerships Behind the Project

The ambitious initiative is backed by a mix of state funding, local partnerships, and city investment. The City of Salida secured $4 million in state support through the Strong Communities and More Housing Now initiatives, two $2 million grants dedicated specifically to the Phase 1 infrastructure buildout.

Chaffee County and Colorado Mountain College have each pledged up to $1 million, reflecting broad local commitment to increasing workforce housing options. The City of Salida has also committed $1.25 million from its Housing Fund, which is sustained by short-term rental tax revenues and reserved for workforce housing efforts.

Phase 1 Construction Timeline

  • Start Date: November 2025
  • Scope: Installation of sanitary sewer lines, water lines, and roadway improvements within the Phase 1 boundary
  • Estimated Completion: Spring 2026

A Vision Years in the Making

The South Ark Neighborhood Master Plan is the result of 15 years of study, design, and public engagement, including six public meetings and workshops. Community input has shaped a vision that blends workforce housing, interconnected neighborhoods, open space, and recreation opportunities.

Phase 1 marks the first on-the-ground step toward bringing that long-term vision to life.
