Higher energy costs are coming with the lower temperatures. Coloradans struggling to pay their energy bill can receive help through the Colorado Low-Income Energy Assistance Program, also known as LEAP. Applications will open on November 1st and continue through April 30th. LEAP is a federally funded program that helps families, seniors and individuals pay a portion of their winter home heating costs.
