Colorado taxpayers may not receive a TABOR refund this year, according to a newly submitted state budget amendment request.
TABOR, short for the Colorado Taxpayer’s Bill of Rights, is a constitutional law that limits how much revenue the state can collect and requires any excess to be returned to taxpayers. In recent years, TABOR refunds have provided single filers with payments ranging from $200 to $800.
Earlier estimates for this year projected a much smaller refund, between $20 and $60 per taxpayer. However, Governor Jared Polis submitted the state’s 2025–26 supplemental and budget amendment requests last week, and the proposal does not include a TABOR refund.
If approved by lawmakers, the budget would mark a departure from recent years in which taxpayers received refunds. State legislators are expected to review and debate the proposed budget in the coming weeks.
