The Upper Arkansas Water Conservancy District board of directors voted to extend an offer to Greg Felt for the position of general manager following an executive session at the board’s monthly meeting Thursday.

The board made an offer to Blake Osborn in May, so the recent decision establishes two finalists for the job, currently held by long-time District GM Terry Scanga.

Felt currently serves as a Chaffee County commissioner, but is term limited and cannot run in the upcoming election. He is also a member of the Colorado Water Conservation Board, where he recently served for a year as board chair.

He currently serves as vice chair of the Upper Ark District board and recused himself from all board discussions related to selecting the new general manager.

Additionally, Felt serves as a member of the Southeastern Colorado Water Conservancy District board, which is responsible managing water imported from the Colorado River Basin via the Fryingpan-Arkansas Project.

Felt lives in Salida, where he is part-owner of ArkAnglers, a river outfitting and flyfishing business with shops in Salida and Buena Vista. Felt co-founded ArkAnglers in 1998 and managed the guide service full-time until 2016, when he was elected to the office of county commissioner.
