Under Stage I restrictions, smoking is only permitted in enclosed vehicles or buildings, while campfires are allowed solely in permanent fire pits or grates within developed campgrounds.

Recreational shooting is also restricted. Only individuals with a valid state hunting license who are actively hunting in open season may engage in shooting activities. These measures aim to safeguard the forest and its visitors from potential fire hazards.
